You arrive at a traffic signal that is out of order; it's completely unlit. What should you do?

A Stop as if you were at a stop sign.

Under South Dakota law, if the traffic signal that you are facing has failed and is either red or unlit, you must treat it like a stop sign. That is, you must stop before entering the intersection, yield according to the right-of-way rules for stop signs, and then proceed (with extreme caution) when it is safe to do so.
