Three cars are approaching this four-way stop, one after the other. In which order should these cars proceed?

At an all-way stop, you must stop and then yield to vehicles that arrived at the intersection before you. In other words, vehicles should proceed in the order in which they arrived. Here, that would be Car B, followed by Car A and then Car C. Of course, each vehicle must stop before proceeding. [Right-of-Way, Rules of the Road, South Dakota Driver License Manual]
