If you are sufficient 16 years old, you can apply for a driver’s permit in Pennsylvania. However, you must be at least 18 years of age to obtain a full unrestricted license.
For each permit, you are allowed to take the driver’s test a maximum number of 3 times. If you are under 18 years old, you have to wait 7 days before you can retake the test. If you are over 18 years old, you need to wait at least 1 day before you can take the test again.

The cost of a Pennsylvania driver’s license varies depending on age. Generally, an Initial Permit and a four-year license cost $35.50. Drivers who are 65 years old or older have to pay $25.00 to get an Initial Permit and a two-year driver’s license.
If you hold a Pennsylvania learner’s permit, you can drive, but under the supervision of a licensed driver who is at least 21 years old and already possesses a driver’s license sit in the front seat.
