If you hold a basic driver license, are you allowed to talk on a cell phone while you drive?

Under New Jersey law, if you hold a basic driver license, you may use a hands-free cell phone but not a handheld cell phone. However, aspiring drivers in the Graduated Driver License (GDL) program may not use any type of cell phone, not even a hands-free cell phone.
