In Michigan, it is against the law to make a left turn at a red light EXCEPT

Unless a "No Turn on Red" sign is posted, you may turn left on a red light when entering a one-way street from another one-way street, but you must first stop and yield to pedestrians and cross traffic. You may also make a left turn from a two-way street onto a one-way street with traffic going in the same direction as the turn, but you must first stop and yield to pedestrians, cross traffic, and approaching traffic. However, you cannot turn on a red arrow at all. (Note: The laws on this are different in some other states. Some states prohibit left turns on red from a two-way street onto a one-way street. Still other states prohibit left turns on red altogether. When traveling out of Michigan, always check the local traffic laws.)
