A steady yellow arrow warns you that it is about to change to red. If you are approaching the intersection and wish to turn in the direction of the arrow, you must stop if it is safe to do so. Otherwise, proceed with caution into the intersection and turn in the direction of the arrow. The turn is still "protected" (oncoming traffic is stopped at a red light) until the arrow turns red.
